ニュースやインターネットでIR整備法を目にしたり、聞いたりすることありませんか？IR整備法は、日本におけるカジノに関する法律になります。
この法律を調べると、今後、日本にもカジノができる可能性が高くなったかなと個人的には感じることができました。現在のIR整備法についてなるべく簡単に説明します。
※法律は難しいです…。令和３年１０月現在。
IR整備法とは
IR整備法は、特定複合観光施設区域整備法の略称です。そして、IRはIntegrated Resortを略していて、意味は、統合型リゾートになります。
統合型リゾートっていうのは、カジノが含まれた統合型のリゾート施設のことで、そのリゾートを作るため、誘致するために作られた法律になります。これまで日本になかったカジノを作るものといえますね。なので、カジノ法で呼ばれることもあるんですね。
ちなみに、IRはカジノだけを指しているのではなく、ホテルや劇場、レストランなどさまざまな施設を合わせた施設のことです。
イメージしやすいところだと、ラスベガスみたいな感じです。派手なイメージがあります！
具体的には、IRを整備するため、規制やカジノ関連の免許、区域整備などさまざまなことを法律上で決められてます。
あとでも掲載しますが、カジノに入場するための料金についても記載されている法律です。
また、誘致する自治体も関連する法律なので、都道府県も大変そうです。いろんなメリットデメリットも想定されてるように感じます。
いいこともあれば、よくないことも想定されているって感じです。
それからIR整備法を調べていく上で個人的に気になったのは、カジノの床面積が３％以下に制限されていることです。
なんとなくですが、大型ショッピングセンターの中にあるゲームセンターぐらいって感じなのかなって思いました。
もしかすると、それ以上に小さい可能性があるかも…ただ、さらに調べていくとシンガポールも同程度のようです。
勝手なイメージではド派手にカジノがあるイメージでしたが、そんなことはなく、どちらかというとリゾートとしてのイメージのほうが大きいように感じました。
そんなシンガポールのIRは、日本も参考にしているようで、ギャンブル依存症対策も参考にしているみたいです。IR全体のうちカジノの床面積を３％以下に抑えるのも、対策のひとつなんですね。
カジノが日本にできる可能性は？
では、カジノが日本にできる可能性ですが、だいぶ高いのではないかと思われます。
理由は、法律ができたことが一番で、でなければ法律を作らないですよね？というのが理由です。
なので、カジノができる可能性はかなり高いのかなと思ってます。たぶん、できるでしょう。そして、そうなると、次は、どこに作るのか気になりますね。
日本にできるのであったら、生きているうちに行ってみたい場所が、ラスベガスやシンガポールの「カジノ」から日本へ変更されるかもです。
とても夢が広がるのではないでしょうか？
誘致ができたところは、北海道、沖縄、京都などの観光地としても、これらの地域に匹敵しそうです。
日本のカジノはどこが候補地なの？
実際に日本のIR事業が進んで、カジノができる場合、日本のどこが候補地となっているでしょうか。
東京、神奈川、愛知、大阪、和歌山、長崎の６つの自治体がカジノ誘致を表明しています。ちなみに千葉と北海道も希望していましたが、取りやめてしまったようです。
６つの自治体をみると、大都市が多いですが、地方もありますね。もし、和歌山、長崎が誘致成功したときは観光地として、大きく成長しそうです。
この候補地６つのうち、３つにIRが設置される方向のようです。どこになるのか、どこにカジノがあってほしいか迷いますね。
迷っても決めることはできませんが(;^_^Aたぶん関東に最低ひとつはできそうというのが希望的観測です。
IR整備法の現状は？
現在は、新型コロナウイルスの影響で、IRについて動きが止まっている状況となってます。コロナ関連は、すでに１年以上も問題となっていますので、IRについて国会で話がでにくい状況でしょう。
個人的に、決まっているIR整備法のなかで気になっているのは、以下の３点です。
・カジノを含む統合型リゾートが３つまで日本にできる可能性があること。
・カジノへの入場料が6,000円も必要ということ。
・入場制限があり、７日間で３回、２８日間で１０回までということ。
入場制限は、依存症対策のようなので、わかりますが、入場料6,000円は高いかなって印象です。まあ、治安の維持のためには仕方ないかなと…
現状は、先に進んではいないですが、今後国会で話すことがでてくるのではないかと予想と希望をしている最近です。
ちょっとニュースを期待してみておきたいと思います。
What is the IR Development Act?
The IR Development Act is an abbreviation for the Specified Complex Tourism Facilities Development Act. IR is an abbreviation for Integrated Resort.
An integrated resort is an integrated resort facility that includes a casino, and the law was created to create and attract such a resort. It is a law designed to create and attract casinos, which have never existed in Japan before. This is why it is sometimes referred to as the Casino Law.
Incidentally, IR does not refer only to casinos, but also to hotels, theaters, restaurants, and other facilities.
It's easy to imagine it as something like Las Vegas. It's a flashy image!
Specifically, in order to develop an IR, various regulations, casino-related licenses, and zoning are legally determined.
As I'll explain later, the law also stipulates the fees for entering casinos.
It is also a law that relates to the municipalities that are going to invite the casinos, so the prefectures are going to have a tough time. It seems to me that various advantages and disadvantages are also envisioned.
There are some good things and some not so good things in it.
In researching the IR Development Act, I was personally concerned about the fact that the casino floor area is limited to 3% or less.
Somehow, I thought it was more like a game center in a large shopping center.
However, upon further research, it seems that Singapore is about the same size.
My own image of Singapore was that it would have flashy casinos, but this is not the case, and it seems to be more of a resort.
It seems that Japan is also referring to Singapore's IR as a reference for measures against gambling addiction, and keeping the casino floor space below 3% of the total IR is one of the measures.
What are the chances of casinos being built in Japan?
The chances of a casino being built in Japan are quite high.
The most important reason is that a law has been made, or else they wouldn't make a law, right? That's the reason.
So I think the possibility of a casino is quite high. Maybe they will. And if that is the case, I wonder where they will be built next.
If it is going to be built in Japan, the place I would like to visit in my lifetime may be changed from Las Vegas or Singapore to Japan.
Wouldn't that be a dream come true?
The places that could be lured to Japan are likely to rival these areas as tourist destinations, such as Hokkaido, Okinawa, and Kyoto.
Where are the potential sites for casinos in Japan?
If the IR project in Japan actually goes ahead and casinos are built, where in Japan are the candidate sites?
Six municipalities - Tokyo, Kanagawa, Aichi, Osaka, Wakayama, and Nagasaki - have announced their intention to invite casinos. Incidentally, Chiba and Hokkaido were also hoping to host casinos, but it seems that they have decided not to.
Looking at the six municipalities, there are many big cities, but there are also some rural areas. If Wakayama and Nagasaki are successful in attracting tourists to their cities, they are likely to grow as tourist spots.
It seems that three of the six candidate cities are going to have IR facilities. I'm not sure where they will be, or where I want casinos to be.
I can't decide even if I'm confused (;^_^A), but my wishful thinking is that there will be at least one in the Kanto area.
What is the current status of the IR Development Act?
At the moment, due to the new coronavirus, there is no movement on IR. The corona virus has been a problem for more than a year, so it will be difficult to discuss IR in the Diet.
Personally, I am concerned about the following three points in the IR development law that has been decided.
There is a possibility that up to three integrated resorts including casinos will be built in Japan.
An admission fee of 6,000 yen is required to enter the casinos.
There is an admission limit of 3 times in 7 days and 10 times in 28 days.
I can understand the admission restriction, as it seems to be a measure against addiction, but I have the impression that the 6,000 yen admission fee is expensive. Well, I guess it's for the sake of maintaining public safety...
At the moment, we haven't made any progress, but recently I've been anticipating and hoping that there will be something to talk about in the Diet in the future.
